    The PCI index or provincial competitiveness index is used to evaluate and rank Vietnam’s provincial and city governments on the quality of economic governance and business environment construction.

    The 2022 PCI picture of the Southeast is considered not very optimistic when only 1 province is in the top 5 rankings, while the other provinces cannot make it into the top 25.

    The infrastructure

    At the National Workshop “Dynamics of socio-economic development in the Southeast region: Potential and challenges”, Prof. Dr. Su Dinh Thanh – Principal of Ho Chi Minh City University of Economics – said, although Only accounts for about 9% of the area and 20% of the population, but the Southeast region (including Ho Chi Minh City, Ba Ria – Vung Tau, Binh Duong, Binh Phuoc, Dong Nai, Tay Ninh) contributes greatly to the development develop the country. The region contributes more than 30% of gross domestic product (GDP) and about 45% of total state budget revenue (2021).

    However, this region is facing a transport infrastructure that has not been synchronously developed, causing high costs of transportation and circulation of goods, affecting the operating results of businesses.

    According to the plan, by 2030, the Southeast region will have 970km of expressways, but currently only more than 10% of the planned number has been put into actual operation, due to a lack of public investment capital and difficulties in releasing ground.

    Poor transportation infrastructure

    According to statistics, the Southeast region has about 14,800 businesses providing logistics services, accounting for 49.2% of the total number of logistics businesses in the country. The number of businesses is mainly concentrated in Ho Chi Minh City with 11,027 businesses, Binh Duong province has 1,655 businesses and Dong Nai has 1,223 businesses. However, the “bottleneck” of logistics in the Southeast region is the lack of uniform infrastructure and connection.

    Unemployment rate

    In the second quarter of 2023, the Southeast region has the highest unemployment rate among the working age in the country, at 2.64%.

    Ho Chi Minh City’s unemployment rate in the working age group this quarter is 3.71%, an increase of 0.49 percentage points compared to the previous quarter.

    GSO compiled quick reports from localities showing that the number of workers laid off from work in businesses across the country in the second quarter was about 241.5 thousand people, down 52.5 thousand people compared to the previous quarter.

    Localities with a large number of laid-off workers are concentrated in the Southeast region, mainly in Binh Duong (9.8 thousand people), Binh Phuoc (17.0 thousand people)

    Low quality of human resources

    This region has a human resource of more than 217,000 people, while the whole country has more than 466,000. Thus, the Southeast region accounts for about 46.6% of the total human resources of the country. Of which, the majority of human resources are concentrated in Ho Chi Minh City, accounting for 78% of the Southeast region. However, this number does not speak to the quality of human resources in the logistics field. According to the survey, most human resources working in the logistics field have not been formally trained, mostly through experience.

    Education index

    The rate of mobilization of kindergarten children in the entire region ranks third among the six socio-economic regions. The rate of mobilization of preschool children ranks fifth among six socio-economic regions.
