Compilation of Regional Planning of Viet Nam

According to Resolution 81/2023/QH15 on the National General Planning for the period 2021-2030, with a vision to 2050, issued by the National Assembly, the economic and social zoning direction for the national general planning divides the country into six regions as follows:

Organizing the development space of the country into six economic and social regions; building a model of regional coordination mechanisms to promote intra-regional connections and enhance the efficiency of resource utilization.

The Northern Midlands and Mountainous Region, consisting of 14 provinces: Hà Giang, Cao Bằng, Lạng Sơn, Bắc Giang, Phú Thọ, Thái Nguyên, Bac Kạn, Tuyên Quang, Lào Cai, Yên Bái, Lai Châu, Sơn La, Điện Biên, and Hoà Bình.
The Red River Delta Region, consisting of 11 provinces and centrally governed cities: Hà Nội, Hải Phòng, Hải Dương, Hưng Yên, Vĩnh Phúc, Bắc Ninh, Thái Bình, Nam Định, Hà Nam, Ninh Bình, and Quảng Ninh.
The North Central and Central Coastal Region, consisting of 14 provinces and centrally governed cities: Thanh Hoá, Nghệ An, Hà Tĩnh, Quảng Bình, Quảng Trị, Thừa Thiên Huế, Đà Nẵng, Quảng Nam, Quảng Ngãi, Bình Định, Phú Yên, Khánh Hoà, Ninh Thuận, and Bình Thuận.
The Central Highlands Region, consisting of 5 provinces: Kon Tum, Gia Lai, Đắk Lắk, Đắk Nông, and Lâm Đồng.
The Southeast Region, consisting of 6 provinces and centrally governed cities: Thành phố Hồ Chí Minh, Đồng Nai, Bà Rịa – Vũng Tàu, Bình Dương, Bình Phước, and Tây Ninh.
The Mekong Delta Region, consisting of 13 provinces and centrally governed cities: Cần Thơ, Long An, Tiền Giang, Bến Tre, Trà Vinh, Vĩnh Long, An Giang, Đồng Tháp, Kiên Giang, Hậu Giang, Sóc Trăng, Bạc Liêu, and Cà Mau.

Definition of Regional Planning:

Regional planning is the detailed planning of the national general planning at the regional level, concerning the spatial aspects of economic and social activities, national defense, security, urban systems, rural population distribution, interprovincial development, infrastructure, river basin water resources, resource utilization, and environmental protection, based on connecting provinces.
