Planning goals
Policy to direct construction planning of Binh Dinh province towards goals develop a solid urban-rural system in the province, adapt to the integration trend, and be ready to respond to climate change. Especially building Quy Nhon City with a focus on Nhon Hoi economic zone as a driving force for developing the marine economy in the direction of service – seaport – industry – tourism, as a springboard for culture and society advanced improvement.

The research scope is established on the administrative boundary of Binh Dinh province with a natural area of 6,050 km2.2. Including 11 administrative units: Quy Nhon city (provincial capital) and 10 districts: An Lao, An Nhon, Hoai An, Hoai Nhon, Phu Cat, Phu My, Tay Son, Tuy Phuoc, Van Canh, Vinh Thanh.
Highlights in Binh Dinh province’s regional planning to 2025, vision to 2035
1. Orientation for spatial development
Binh Dinh province planning is divided into 2 spatial areas including:
– Sub-region No. 1 is a general economic development region with an area of about 364,146 hectares, including: Quy Nhon city, An Nhon town and districts of Tuy Phuoc, Van Canh, Phu Cat, Tay Son, Vinh Thanh; in which Quy Nhon city is the central urban area of the sub-region. Sub-region No. 1 will be built to become the political, economic and cultural center of Binh Dinh province, creating conditions for the development of the seaport economy, logistics and marine tourism development associated with rich historical culture, inherent identity. At the same time, we further emphasize the in-depth development of the fields of education and medical training.
– Sub-region No. 2 is an agricultural economic development and high-tech processing area with an area of about 240,911 hectares, including districts: Phu My, Hoai Nhon, An Lao, Hoai An; Of which, Hoai Nhon is the central urban area of the sub-region. The development orientation of the sub-region is to promote agricultural development, eco-tourism, and promote strong growth of the province’s smokeless industry.

2. Land use planning
Regarding the province’s land use planning policy for the period 2020 to 2030, there are generally not many changes. Mainly, reduce the proportion of unused agricultural land (from 1.56% in 2020 to 0.52% in 2030) to increase the proportion of non-agricultural land, create conditions for production development and provincial economic development.

3. Transportation infrastructure
3.1.Road
Because it is a province with an important strategic area, Binh Dinh is passed by many national highways and “backbone” highways of the country. This is a favorable factor for the Binh Dinh Provincial Party Committee to advocate renovation and upgrading of a rich and diverse smart road traffic system, linking economic and cultural trade within the province and other neighboring provinces.
The province will promote renovation and upgradingNational highways: National Highway 1, National Highway 1D, National Highway 19, National Highway 19B, National Highway 19C meet road standards of level I, II, III, with 4 – 6 lanes. Implement the Prime Minister’s instructionsin Decision No. 129/QD-TTg to upgrade coastal roads to ensure the entire route reaches at least level III.
The most important focus is to accelerate the construction of important traffic routes North – South expressway, Quy Nhon – Pleiku route, coastal patrol road have been approved by competent authorities in the planning project. It is a key traffic node of the highway extending from North to South.

3.2. Railways and airways
Regarding the railway transportation system, the province also has a North-South railway passing through with a length of 148 km. Dieu Tri station of the province is one of 10 major stations in Vietnam, is the hub of all types of trains on the railway, about 12 km from Quy Nhon city center and seaport. There are also lines of Tan Vinh station, Van Canh station and Quy Nhon station.
For air travel, Phu Cat airport is far from the center Quy Nhon city 30km to the Northwest. Flights from Quy Nhon to Ho Chi Minh City and vice versa with a frequency of 3 flights/day, to Hanoi 1 flight/day. After completing the construction of night flight infrastructure at Phu Cat airport, airlines will increase frequency and flight schedule accordingly. The airport terminal has a capacity of 300 passengers/hour.

3.3. Seaport system
It is the gateway to the sea of the Central Highlands, Southern Laos, Northeast Cambodia, and Thailand. Binh Dinh has a 134 km coastline system with many islands, bays and estuaries that are very convenient for seaport construction. Some typical seaports of the province are possible name like: Quy Nhon International Port (one of Vietnam’s 10 major general seaports. Thi Nai Seaport, has a total wharf length of 268m, receiving ships of 10,000 DWT or more), Nhon Hoi Seaport (belongs to Nhon Hoi Economic Zone including port tariff and non-tariff ports with a total area of 165 hectares, annually clearing up to 12 million tons of goods), along with a system of a number of other seaports.

4. Key project
4.1.Offshore wind power project
Offshore wind power project invested by PNE Group has capacity scale 2,000MW, total capital of about 6 billion USD, divided into three phases including a pilot phase with a capacity of 700 MW, expected to operate in 2025. This is an important renewable energy project, with a large investment scale not only of Binh Dinh but also the whole country, contributing to ensuring national energy security. The project promises to exploit the advantage of natural location to develop renewable energy at sea, in accordance with the marine economic development strategy and the trend of using clean energy in the world.

4.2.Hai Giang Bay Project
Hai Giang Bay project is the focus of attracting investment in Binh Dinh today. The project has a total area of 657 hectares with 290 5-star hotel rooms, hundreds of villa plots and commercial – tourism – entertainment complexes. The project is invested by Hung Thinh Corp. The project is expected will be a legacy formed in Binh Dinh in the high-end and super-high-end tourism segment, welcoming the continuous increase of the super-rich in Vietnam and around the world.
