    According to the Government’s Project on “Investment in construction of at least 01 million social housing apartments for low-income people and industrial park workers in the period 2021 – 2030”, the Prime Minister assigned targets to the City. Ho Chi Minh City will complete 69,700 social housing units by 2030. Of which, in the period 2021-2025, 26,200 units will be completed; In the period 2026 – 2030, about 43,500 units will be completed.

    Period 2016 – 2020; Ho Chi Minh City has up to 19 completed social housing projects, total land area of ​​24.67 hectares, construction floor area of ​​1.23 million m2, scale of 14,954 apartments. In 2023, as of the first quarter, the entire city has only one social housing project completed and put into use with a scale of 260 apartments.

    Currently, in the City, there are 9 social housing projects being implemented, under construction and preparing to start construction with a land area of ​​17.54 hectares and 517,689.7 m2 of construction floor, with a scale of 6,383 apartments. However, there have been 5 transition projects from the 2016 – 2020 period and 4 groundbreaking projects, starting in 2022. With the type of accommodation for workers, the city is implementing 2 projects. with a land area of ​​2.60 hectares, 120,624 m2 of construction floor, and 1,400 rooms. Specifically:

    List of social housing projects being implemented in Ho Chi Minh City

    Binh Duong

    Social housing (social housing) of 30m2 or more with prices ranging from 100-300 million VND has provided a place of residence for nearly 200,000 low-income workers in Binh Duong. This province is aiming to invest in building about 172,800 social housing units, with a total land area of ​​about 612.1 hectares, to accommodate about 678,000 people with a total investment of about 92,661 billion VND.

    To achieve the above goal, the Provincial People’s Committee Binh Duong said that land fund solutions are the top priority of the Project. It is expected to use 34 land areas managed by state-owned enterprises or land funds managed by the Land Fund Development Center and 17 areas with available land funds of investors.

    In addition, 20% of the land fund is available from investment projects to build commercial housing and urban areas planned for social housing development.

    In addition, Binh Duong announced 4 social housing projects with a loan package of 120,000 billion VND. Binh Duong Provincial People’s Committee has just announced a list of 04 social housing development projects in the province proposed to receive preferential loans at the request of the Department of Construction.

    Currently, Dong Nai province has 9 worker housing and social housing projects being implemented with a total of 10,202 houses, concentrated mainly in Nhon Trach district and Long Thanh district. There are 5 localities without any social housing projects: Vinh Cuu, Thong Nhat, Xuan Loc, Dinh Quan and Tan Phu districts.

    According to the Department of Construction of Dong Nai province, currently the whole province has 3,500 social housing units. Of which, housing for workers is only about 1,500 households, the remaining 2,000 houses are for policy beneficiaries and armed forces. Therefore, it cannot meet the reality compared to the workforce in the province.

    BA Ria Vung Tau

    As a province with strengths in the marine economy, industry and oil and gas, therefore, the province has a large need for housing for low-income groups, as per the Government’s project to develop 1 million houses. social housing, worker housing.

    The People’s Committee of Ba Ria – Vung Tau province has just approved the plan to develop all types of housing in the province in 2023. The province aims to develop about 1.51 million m2 of housing floor, equivalent to 11,099 units.

    Of which, the housing target in commercial housing projects and urban areas is about 254 units; Social housing (Social Housing) has about 19 units. According to the plan, the People’s Committee of Ba Ria – Vung Tau province will reserve about 395.7 hectares of land to build all types of housing, of which 11 hectares of land for social housing development.

    In addition, the whole province has 21 social housing projects under construction with a scale of 103 individual houses and 14,453 apartments. In the period 2021 – 2025, Ba Ria – Vung Tau province aims to develop 3,633 social housing units. To date, only 84 units have been completed

    Tay Ninh

    Hoa Thanh Town has 2,240 apartments belonging to social housing and resettlement projects; Trang Bang town has 500 houses for workers in Don Thuan commune and 2,240 houses in social housing projects in wards and communes;

    Districts such as Go Dau, Ben Cau, Duong Minh Chau, Tan Bien are expected to develop 1,120 units/district; Tan Chau district has 600 social housing units. Most of these projects are expected to be completed by 2025.

    Currently, in Tay Ninh province there is only one social housing project invested with non-budget capital. That is the Golden City Social Housing Apartment project, Ward 2, Tay Ninh City with a scale of 1,624 apartments. There are 864 units, including 822 social housing units and 42 commercial units, of which are eligible for business.

    Binh Phuoc

    It is expected that by 2025 there will be 27 Industrial Parks and 04 Industrial Parks in the Economic Zone with a total of about 203,693 workers. It is expected that about 61,107 workers (accounting for 30%) will have a need for social housing. By 2030, there will be 396,897 workers, and it is expected that there will be about 119,069 workers and laborers (accounting for 30%) in need of social housing.

    In the period 2021-2030, the Provincial People’s Committee plans to establish 32 industrial clusters with a total of about 35,709 workers and employees. Of these, there are 18,007 people (accounting for 50.4%) in need of social housing.

    Implementing Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-economic recovery and development program, the State Bank of Vietnam (SBV) has assigned the Bank for Social Policies (VBSP) mobilized 15 trillion VND through issuing bonds guaranteed by the Government to lend to social housing according to Decree No. 100/2015/ND-CP, Decree No. 49/2021/ND-CP.
